Is composed of the 27 Ministers of the Member States. Which ministers meet depends on the topic under discussion
Has a President from a Member State which rotates every six months
Meets up to four times a year at the European Council
It is the European Union’s main decision-making institution
It discusses, modifies and passes EU laws and decides the budget with the European Parliament
